Strengthening Preparedness, Awareness & Resilience through Knowledge

A collaborative initiative to strengthen climate and disaster preparedness communication across the Maldives, reaching island communities, the tourism sector, and the wider public through shared knowledge and shared resilience.

The Maldives faces escalating climate and disaster risks across all inhabited islands, yet how those risks are communicated to communities, businesses, and the public remains a critical gap. Preparedness messaging that is timely, accessible, and culturally grounded can mean the difference between a community that responds effectively and one that is caught off guard.

The national Hushiyaaru Campaign launched in 2025, led by the National Disaster Management Authority (NDMA) in partnership UNDP Maldives, Maldivian Red Crescent has established a strong foundation for disaster preparedness communication. This project builds on that foundation by strengthening and enhancing the campaign with climate-integrated content, multimedia assets, and engagement platforms that reach every corner of the archipelago.

As the designated national lead for Pillar 4 of the Early Warning for All (EW4All) initiative, MRC is uniquely positioned to bridge the gap between early warning science and community-level understanding and action.

Project Goal

To strengthen how climate and disaster risk is communicated and understood across the Maldives equipping island communities, economic sectors and the wider public with the knowledge and awareness to prepare, respond, and build resilience. Delivered as a co-partnership with the National Disaster Management Authority under the national Hushiyaaru Campaign and the National Early Warning for All Roadmap 2023 - 2027

Project Components

Climate-Integrated Preparedness Content

Development of a comprehensive communication strategy  with multilingual messaging tailored for island communities, economic sectors, and the wider public across seasonal hazards, climate adaptation, early warning, and anticipatory action.

Communication Toolkits & Multimedia Assets

A comprehensive communication toolkit developed for the national Hushiyaaru platform — including professionally produced videos, animations, infographics, community leaflets, and social media content. Designed to reach diverse audiences across the Maldives.

National Stakeholder Engagement Event

A major convening bringing together government agencies, island councils, the tourism sector, schools, media, volunteers, and community leaders. Aimed at amplifying the campaign, share best practices, coordinate preparedness messaging, and demonstrate unified national commitment to climate and disaster resilience.

Community & Sector Outreach

Direct engagement with island communities and tourism sector partners across the Maldives, ensuring that preparedness messaging reaches the people who need it, in formats they can understand and act on

Maldivian Red Crescent

Co-leads coordination, content development, multimedia production, community and sector outreach, and volunteer mobilization drawing on its role as national lead for EW4All Pillar 4 and its network of Units across the Maldives.

National Disaster Management Authority

Co-lead coordination, provides strategic coordination, governance of campaign messaging, access to government communication networks, and institutional authority for the Hushiyaaru platform.

Your Organization

co-funds delivery enabling the production of communication toolkits, multimedia assets, the convening of the national stakeholder event, and the community and sector outreach that takes preparedness messaging to the people who need it most.
