MRC Supports National Dialogue on Advancing Anticipatory Action in the Maldives

On 14 December 2025, MRC together with the National Disaster Management Authority (NDMA), facilitated a dedicated policy session on institutionalizing Anticipatory Action (AA) during the meeting of the National Disaster Management Steering Committee. The Steering Committee tasked with guiding technical coordination and policy direction for disaster risk management brought together representatives from key government agencies, first responders, and national institutions.

Building on ongoing national efforts and previous capacity-building initiatives, the session introduced committee members to the core components of Anticipatory Action, progress achieved to date in the Maldives, and the priority steps needed to integrate AA into national disaster governance systems. Discussions highlighted the importance of embedding early action protocols, strengthening cross-agency coordination, and aligning AA with broader disaster preparedness frameworks, including tsunami readiness efforts

Following the dialogue, the Steering Committee discussed several key action points for 2026, marking a significant step forward in strengthening the country’s anticipatory disaster management approach. These include:

  • Establishment of a Technical Working Group on Anticipatory Action.
  • Review and ndorsement of the Draft National Anticipatory Action Roadmap and Coordination Mechanism
  • Exploreing avenues for capacity-building and sensitization activities across sectors to strengthen national and local understanding of AA.

This policy dialogue further complements national efforts under the UNESCO-IOC Tsunami Ready Recognition Programme, reinforcing the linkages between early warning, early action, and coordinated preparedness across institutions

Institutionalizing Anticipatory Action is not just a policy step, it is a direct investment in the safety and dignity of people living across our islands. The Steering Committee’s endorsement signals a strong national vision for early action and resilience. MRC will continue championing this approach to ensure that communities receive support at the earliest possible moment - Ahmed Shabin, Secretary General of Maldivian Red Crescent

MRC will continue working closely with NDMA and partners to advance the implementation of Anticipatory Action and to ensure communities across the Maldives are better protected through timely, risk-informed, and proactive measures. The session was carried out with the support of the International Federation of Red Cross and Red Crescent Societies (IFRC) and the Anticipation Hub, as part of their continued commitment to strengthening anticipatory action systems, governance, and technical capacity in the Maldives.
