The membership of the Maldivian Red Crescent is open to all individuals and legal entities without any discrimination irrespective of nationality, race, sex, religious beliefs, language, class or political opinions. Individuals and entities shall adhere to MRC’s principles and objectives may become members of the Maldivian Red Crescent. MRC’s Statutes state the following regarding membership.

The MRC’s membership comprises of five categories:

1.  Active Member

2.  Paying Member

3.  Honorary Member

4.  Non-Maldivian Member

5.  Corporate Member

Active Member

(a) An Active Member is a volunteer of the Maldivian Red Crescent who fulfils the requirements of membership and is actively involved in the activities of the Maldivian Red Crescent. To obtain Active membership, record of voluntary work in MRC shall be present and registration fee shall be paid as stipulated in clause 8.5. The period required for such voluntary activities, and the conditions to maintain such membership are to be determined by the Governing Board, and stipulated in the Rules of Procedure.

(b) An Active Member is entitled to all membership rights, including the rights to vote and stand for election to posts within the Governing Bodies.

Paying Member
 

(a) A Paying Member is one who fulfils the requirements of membership and pays the required registration fee and membership fees as stipulated under clause 8.5 of MRC Statutes.

(b) Membership within this category is obtained once the registration fee and the membership fee is paid.

(c) A Paying Member is entitled to all membership rights, including the right to vote subject to clause 8.6 of MRC Statutes and stand for election to posts within the governing bodies.

Honorary member
 

(a) Honorary membership shall only be awarded to individuals who have paid exceptional service to the Maldivian Red Crescent with an outstanding reputation and the membership shall be approved by the Governing Board.

(b) An Honorary Member is entitled to all the rights of membership except the right to vote and to stand for election to any position.

Non-Maldivian Member
 

(a) Foreigners residing in the Maldives, and who are actively involved in promoting the Maldivian Red Crescent financially or otherwise are eligible to apply to become Non- Maldivian Members.

(b) A Non-Maldivian member is entitled to all membership rights, including the right to vote subject to clause 8.6 and stand for election to posts within the governing bodies.

(c) Non-Maldivian members cannot compose more than 1/3 (one third) of any governing bodies, commissions, committees or advisory groups.

(d) Non-Maldivian membership fees shall be determined as stipulated under clause 8.5.

Corporate Member
 

(a) Public and private entities having legal status in the Maldives may apply for Corporate Membership. Such membership may be granted by the Governing Board, after an examination of the applying member’s image and credibility. The Governing Board should also seek to establish that granting of such membership would not adversely affect the image and credibility of the Maldivian Red Crescent.

(b) Corporate Membership fees shall be determined as stipulated under clause 8.5

(c) Corporate Members shall actively support the Maldivian Red Crescent, including making financial contributions to the Maldivian Red Crescent.

(e) Corporate Members are entitled to all the rights of membership including the right to vote subject to clause 8.6, but not the right to stand for election to posts within the MRC governing bodies.

(f) Each Corporate Member is entitled to a single vote.

(g) Corporate Members shall in writing, assign a proxy to represent corporate entity.

Becoming a member

i. Any individual or entity wanting to become a member of the Maldivian Red Crescent shall, at registration, accept to respect the Fundamental Principles as stipulated in article 6 and the objectives of the Maldivian Red Crescent as stipulated in article 4.

ii. The registration of any member of the Maldivian Red Crescent shall take place at the branch level within the atoll of that branch. In the event that a branch has not been established in that atoll, then registration shall take place at the nearest geographical branch.

Registry of members

i. The Registry of all members shall be at all times available at the Maldivian Red Crescent.

ii. The Registry shall comprise of the following information about the members:

(a) Full name
(b) Identity Card number or Passport number
(c) Nationality
(d) Date of birth
(e) Permanent and temporary address
(f) Contact details
(g) Profession
(h) If the member is a legal entity, the registered address of the entity, the address of its main offices or headquarters and the registration number of the legal entity
(i) Membership category
(j) Date of recognition; and
(k) Date of annulment of membership.
Registration and Membership Fees

The rate, method of collection, accounting procedure, and disbursement of registration and membership fees shall be determined by the Finance Commission, subject to approval by the Governing Board. These shall be included in the Rules of Procedure.

Voting Rights

Members with voting rights are not eligible for voting rights until six months after they have registered as members, except for those members who register within the first six months of the registration of the Maldivian Red Crescent.

Loss of Status of Member

i. Any member, if he or she may so wishes, may give notice of resignation in writing at any time.

ii. Membership for Active, Paying, non-Maldivian and Corporate Members is renewed by paying the annual membership fee. Their membership expires on 31st December each year, unless the membership is renewed.

iii.

(a) Branch Board may suspend or expelled members under its jurisdiction for serious cause, and may also recommend to the Governing Board for expulsion of such members. In such instances of serious cause, the suspended or expelled member shall be informed within 7 working days of the reason for suspension or expulsion by the responsible body. Rules of Procedure shall include procedures for handling such disciplinary action. When a member is expelled, he or she shall have the right to appeal in writing to the Complaints Committee.

(b) Serious cause for the purpose of expulsion is defined as the display of character or morality incompatible with the Fundamental Principles of the Red Cross and Red Crescent Movement or an engagement in activities that are detrimental to the reputation of the activities of the Maldivian Red Crescent, including abuse of the Maldivian Red Crescent funds and resources.

iv. Active Members shall lose their membership status if they discontinue service for a consecutive eight month period, unless prior reason has been given and accepted by their Branch Board or the Governing Board. However, if they continue payment of their annual membership fees after discontinuation of services for a consecutive period of eight months, they would automatically be classified as Paying Members.
v. Corporate Members shall lose their membership status if they do not meet the requirements of
their membership criteria.
Responsibilities of Members
Members shall:
i. Contribute to the work of the Maldivian Red Crescent;

ii. Respect, promote and work towards achieving the objectives of the Maldivian Red Crescent;

iii. Act in accordance with the Fundamental Principles as stipulated in article 6, refrain from acts

contradicting the MRC’s objectives in the activities organized by or partaken by the Maldivian

Red Crescent; and

iv. Accept and adhere to the Fundamental Principles of the Red Cross and Red Crescent Movement as well as the rules and regulations of the Maldivian Red Crescent, including Statutes, Rules of Procedure and Code of Conduct.

v. Payment of membership fees of applicable members.
Rights of Members
Members have:

i. the right to express their opinion in the meetings in accordance with the procedural direction of the chairperson and about the activities of the Maldivian Red Crescent within the confines of the MRC’s statutes and the Rules of Procedure;

ii. the right to vote at the branch level and at higher levels if elected, in the meetings and in any of the MRC’s elections as stipulated in the MRC Rules of Procedure, subject to clause 8.2, its subclauses and clause 8.6;

iii. the right to stand for election to the governing bodies subject to clause 8.2 and its sub-clauses; and

iv. the right to take part in the activities of the Maldivian Red Crescent as per these statutes and Rules of Procedure.
